Drain Hole?

Isn't there supposed to be a drain hole in the bottom of the headlight compartment? Thanks

There is on mine. At the bottom in the center.

I have the square headlight rims used from 1964-1983

Mine has drain holes as well although both were plugged up with debris.  They are located right by the outer lip at the low point of the bucket.

The holes were not open, they had a wick in them.

Had a rubber plug in it, took it out. thanks, to all.

I think the wick is correct. If I remember right the wick let the water out but not in. The headlights would fog up in the morning when water vapor got on the backside. Needed to turn headlights on to heat the fogged area and clear the lenses.
