Sounds good, but I do not see any wire attached to the latch in the picture above.

The latest/newest Avanti that I owned (or worked on) was a 1987. I didn't realize that they went from two latches to one latch after that. It seems to me to make the problem worse, unless there is some release point that I can not visualize. It seems like if the cable is seized in the housing, you could just pull the entire cable housing to make the latch release and then repair/replace the cable.
EDIT: I do not see any emergency release cable going to the latch pictured above. It wouldn't hurt to look for one on your cars.

That is not where the hood latches are. Hopefully, you know that the hood opens from the rear (by windshield) and that there are two latches, each about a quarter of the way in from the outer edge. Having someone press down on the hood in these areas while trying to release the catches sometimes helps.

Welcome to the AOAI Forum and the world of Avantis.
On the earlier cars, and maybe still on yours, there are rubber plugs up in the fender wells that you remove to reach in (long screwdriver) to release the hood latches.
I doubt that you can remove the inner door panel with the door closed without major damage to it.

I normally suggest buying the best car that you can. Since you want major modifications the situation is different. Ideally, you can find a car with at least some of the major modifications already done. If that is not possible, go with a post-Studebaker Avanti since you plan on not using the Studebaker engine anyway. For example, a nice 1987 just sold for around $7K. For any Avanti that you consider, the main item of concern is lack of rust in the frame and torque boxes.

It appears that you are just a bit younger than I am. My suggestion is to let that project Avanti pass and if you want one, buy the best that you can (it is cheaper in the long run).

I will guess 2} New York since many new models were unveiled there during that time frame. I was there, but do not remember it. If the timing for NY was off, it would probably be Chicago or even Detroit, due to timing and location.

Rather than my guess, I went back and looked at some numbers. The fiscal year is not the calendar year, so some assumptions have to be made. There were four base prices during the 1981-1982 years that ranged from $20495 to $24995. 1981 production was 162 and 1982 production was 197. This comes up with a number that is approx. 4)$5 million.
EDIT: My first answer was based on estimates in my head. Somewhere I was off by an order of magnitude.

I think that it is false. The Avanti chassis was an existing and tested one. They were more concerned with having models to show at public events/car shows and to picture in promotions.

Not related to your question, but I note that your Avanti's Serial Number is a combination of the displacements of the two main Studebaker V8s - 259 and 289. Decades ago, a friend had a Studebaker repair and restoration business. The last four digits of his home telephone number were 2589. He never made the connection until I pointed it out to him.

To me, it sounds like you have two separate problems. The no start is probably due to a misadjusted or defective neutral safety switch. Is the odometer still working? If it is, the problem is in the speedometer. If it isn't, the problem is likely in the cable or the gears at the transmission.
