That's why I erased my first answer. Had initially put 'true', but after reading Service Letter J-1964-9, June 24, 1964 there was no indication that the kit wouldn't work on a OHV 6. If I understand how the Studebaker (actually made by Prestolite) Transistor Ignition works, the points trigger the ignition box to spark, so should not care whether it's a 6 or 8.
However............your wording of the system being "optional" made me think twice about saying the answer was "false". Was the transistor ignition ever listed on any of the '64 Studebaker option lists for the non-R series engines?? Having a Service Letter that says the system has been "approved and released for use on Studebaker vehicles" to me is not the same as being a factory option on the non-R series engines. It's much more a 'factory approved dealer installed kit'.
I'll go back into my hole now.

In the major Avanti article in the Volume 1 Number 1 of Collectible Automobile, there is a long interview with Steve Blake. In it, Steve states that his first Avanti was ".....an old Avanti II, a '68 or '69 with, I think, 90,000 miles......". He purchased this because his Maserati (!) was not reliable enough to drive every day. He later goes on to say that "In late 1974or early '75 I bought a new one."
The four potential answers don't seem to fit, but 1970 is the closest so I'll say #1. Are you sure you are not actually asking about the first new Avanti Steven Blake owned?

False.......there were changes to the outer upholstery panel on the glovebox door, to the lock/housing assembly, to the key, and to the glove compartment light switch. Maybe more, but a few for examples.

The carpet on the seat back (ie, on the trunk side of the seat back) was eliminated.

Windshield wiper linkage had a star-toothed washer added under the crank arm retaining nut, to stop it from loosening.
(By the way, this is a repeat question.)

Looking at the choices, I'm thinking the only one that would have 'built a plant' would be Robert Morrison........so I'll say the second #2.
