In 1975, Avanti Motors rated the 400 CI GM engine it was then using at ......?..... horsepower.

1) 175.......2) 195......3) 225....or....4) 245

In 1970, the 400 cid was 245 HP.  With mid-70s pollution controls and going from gross to net HP figures, I will guess 2) 195 HP.

IMG_2815.pdf In 76, the 400's were rated at 175 hp, but they can be coaxed to have a lot more hp and torque.  Here's the report of my 76's hp and torque before it went back into the car.  471.5 hp @ 5400 and 522 torque @4400 rpms.

A 400 SBC can definitely be turned into a torque monster but not as it came from the factory.  Part of the problem was the era it was used...during the dark early times of emission controls when there was little technology to do so...it was all at the expense of performance and economy and drivability.
