In 1963 and 1964, a Studebaker Avanti may have been refused a state vehicle inspection sticker due to a change in a certain regulation....what was that change?

I don't know about an inspection sticker, but in at least one state (California), an Avanti could have been denied being titled due to not having enough characters in its serial number, which accounts for some Avantis having an extra letter at the end of their normal Studebaker number.

Great point on initial registration!....But not exactly the one we're looking for here on the state inspection question.

The glass covers over the headlights were not allowed by many states

All good points!....But there was one more fairly important issue that required company attention....and a service letter.

Exhaust system.

I believe that you are correct in saying there was an 'alert' on the loud exhaust (at least in certain states)....but that's not exactly what we are looking for here...Any other opinions?
