This is the number when the Avanti was registered in Indiana to the Studebaker Corporation in 1963.

In 1965 the Avanti was registered in California to Egbert with the number NGZ-589.

I’m sure you are correct. This photo was taken in California but probably before the plant closure.

Isn't that an Indiana manufacturer plate? If so, both answers would be correct!

Both answers may be correct, but that is a regular issue Indiana passenger car plate, albeit with a low number.  71 is the county code for St. Joseph County.  Indiana manufacturer's plates have the numbering format 1234M5 and are not county-coded.
