The frame "x" member found on a 1964 Avanti  is the same as the one found on a 1982 Avanti....True?

Not sure if it's the same...in the late '70s Avanti Motors ran out of original Avanti frames.  A Lark-type non-convertible frame of thinner gauge was substituted with the "X" welded in and stiffeners added.  Whether the "X" was the same gauge as the original I don't know.

I'll take a SWAG and say false...same design but possibly a thinner gauge.

I agree with your FALSE....I'd suspect thickness (gauge) of 'X' to be the same....but it was definitely modified to accommodate 'cat' type exhaust system.

I don't have to worry about this as my build won't incorporate catalytic converters, though I'm curious for others. How do the cat frames differ?

The openings in the vertical areas of the "X" member are much larger.
