The oldest test for cruise control of that era is to pull up on the brake pedal with your left foot before you engage cruise. An improperly adjusted or failed brake disengage switch is probably the most common cause of problems. After that, it's a general tracking down of the usual problems. For starters, I believe you still have the vacuum controlled servo. Be sure it holds vacuum and it has a source of vacuum and no leaks.
