The bumpers are somewhat thin steel...I imagine they could be straightened if someone knew what they were doing and was patient but cracking the chrome plating would be a danger.  You might look into a replacement piece...repops are bing made and originals are often available as well...both rechromed and otherwise.

New replacement bumpers are $695.  If your bumper has much of bend to it, it would be hard to straighten to a point of being unnoticeable (IMO).  If you are not going for show quality, I would suggest getting a bumper that someone has removed in order to replace it with a new, show bumper or from a car being parted out.
