Why is it that over the years body tags which were mounted on the inner fender skirts of all Studebaker and most all RQA Avanti ll's show uneven wear?

From the washer bag being refilled right next to it.

You're on the right track....but refilling the bag isn't the answer here.:(

Any other ideas?

No, that isn't the reason.

Anyone else?

Do you mean the bag bracket that overlaps the number plate?  I wouldn't exactly call that wear, but rather factory made.

Perhaps "uneven aging" is a better term?:)....Anyway, yes you are CORRECT! ...The factory windshield washer bag bracket was installed partially covering an Avanti's body tag....This would, over the years, somewhat protect the portion of the body tag covered by the bracket
