I count 16, so I will guess 2) 17.

#2, seventeen is CORRECT!

Which one did I not count? I had 4 for each of the looms, 3 for each of the spark plug shields, the distributor shield and the often missing bracket for it. Are you counting the noise supressing capacitor?

Yes , I see that capacitor (at the coil) as part of the system....a 'key' component!....However, giving this more thought, I believe there's a SECOND capacitor at the alternator, also to squelch radio static, so the actual answer here is most likely EIGHTEEN!! :o....(#3)

While you are at it - for the sake of correctness, the word is emissions.

EDIT:  I see that it is correct in the question, but incorrect in the heading.

We should count the one at the voltage regulator as well.

What about the supression spark plug wires?

I'll have to check my '63 to see if there's a capacitor at the voltage regulator....I can't picture it!

The plug wires? well yes!...I suppose the plugs themselves have to be counted if they're the resistor type!....But I think we'll leave this at eighteen items! :)
