Avanti frame mounts

I have 2 mounts on the frame of my 1980 that look like they have never had nuts on them. See photo. 

Anyone seen this before?

I think those are your seat belt mountings.  The plates should be threaded or have nuts welded to them

That makes sense since I just reinstalled them using new bolts and the bolts in the photo look like new. Good to know that they are securely fastened to the frame.
