The government mandated "impact absorbing bumper system" first reared its ugly head on model year .......?....... Avantis.

1) 1971........2) 1972.......3) 1973.....or.....4) 1974

1973 was the model year the Feds required it...Avanti Motors possibly got a delay as they did on certain other requirements due to being a low volume manufacturer but I'll still say 1973.  They knew it was coming for quite some time and the engineering involved may not have been as difficult or expensive as some of the other requirements may have been.
