I'll say no, because I believe that Avanti obtained an exemption from the Federal Motor Vehicle Safety Standard (215?) that mandated bumpers that would withstand a certain speed impact without damage.

That's true!....The last few 1981 Avantis built came without the 'cow-catcher" front lower bumper.
