On Studebaker Avantis with air conditioning, the factory location for the "Air conditioning by Studebaker" decal is at the bottom center of the rear window, facing out.......True?

I say FALSE. No decals applied to AC equipped Avantis.

Don't know if it is correct, but the stick er on the 64 is on the passenger side of the rear window

Some, but not all, Studebaker Avantis indeed did come with the "A/C by Studebaker" decal!

Of course, after all these years if I owned your '64 I would not move that decal....but it's probably NOT in the correct location.
