sounds like a grounding issue, especially if all fuses are in tact

electrical gremlins at work

Use a test light and check if current is going into and out of the fuse...or a continuity tester on the fuse itself. Just because you don't see a break in the fuse doesn't mean it's good.

Sometimes on a car this old the spring connectors that hold the fuses are corroded and keep current from passing through.
