Ignition timing

Please help and explain.
I have Electronic Distributor but this happens also with older distributor. With engine speed about 650-700 rpm best timing with timing light is 28-29 degrees. Manual advice to set 24 degrees. (R2)
I used Gunson Vacuum tester and with 28-29 degrees I got highest about 19-20 InsHg. (measuring from intake manifold). Vacuum from distributor was disconnected.
Could timing be at that level?
