Not sure but when I reassembled my 63 I did the dash first.  I remember looking down along the leading edge (where the window would have been) and being able to view the gap between the window edging and the dash.  Not sure I could have done that with the wind in place.  So I would suggest doing the dash before the window as it worked for me....
