1964 Avanti wire wheels

Just bought a 1964 Avanti.  It needs brake work but I am unsure how to get the wire wheels off.  There is some kind of spring holding them in place. I don't want to damage anything because they look really nice on the car.

Also do you recommend buying one of the brake replacement packages like from Studebaker International.  I have no idea what we're getting into with the brakes.  The car was not driven for twenty five years.
